Dr. Mark Singer is a retired Police Sergeant from the West Orange Police Department. Dr. Singer has been a licensed psychologist in New Jersey since 1999 and performs evaluations and provides treatment in several areas, including child abuse/neglect cases, child custody cases, and parental capacity cases.

Dr. Singer holds a Doctorate in Counseling Psychology from Rutgers University, New Brunswick, with a specialized track in multi-cultural counseling. Dr. Singer has previously presented to professional groups and agencies on the topic of psychological assessment and measurement in child protection cases, evaluation and related issues in child custody, parental alienation, and other issues related to child protection/abuse/custody.

Dr. Singer has testified as an expert witness in the New Jersey Superior Court in issues related to parental capacity, parental alienation, child abuse/neglect, child custody/visitation, and termination of parental rights. Dr. Singer has provided services as a consultant for the Department of Child Protection and Permanency, the Office of the Law Guardian, the Office of the Public Defender, and to private attorneys.

In addition, Dr. Singer has consulted with law enforcement agencies in the areas of personnel selection and risk assessment.

Dr. Stilwell is a licensed psychologist in New York and New Jersey. She obtained her Psy.D. in Clinical Psychology with a concentration in Forensic Psychology from William James College in 2015 and her M.A. in Clinical Psychology from Columbia University in 2010.
